Changing Gas Specifications
– Will it Affect You?

The second phase of supporting regulations for the Gas Supply (Gas
Quality Specifications) Act 2009 became effective in April 2012. How do
these changes affect the industry in relation to operating and
maintenance costs for operators, gas storage facilities and large gas
consumers, and compensation for specific losses outlined in the Act? How
will the changing gas specifications affect you?
Matthew Bowen
Matthew practises in commercial law with particular emphasis on
energy law, competition policy and open access (third party access), and
trade practices law. He advises clients in a range of industries on
energy contracting, including buying, transporting and selling gas and
electricity.
Matthew has advised a range of private and public sector clients in
relation to third party access to gas pipelines, electricity networks,
mining and resource development infrastructure. He also advises clients
on trade practices matters in relation to all types of contracts,
including misuse of market power, exclusive dealing, price fixing and
anti-competitive arrangements.
Matthew has assisted the WA Government in a wide range of legislative
reforms in the energy industry from 1994 to the present, including the
development of several statutory open access regimes for gas and
electricity infrastructure. More recently, he assisted Government and
industry in the preparation of the gas Retail Market Rules for Western
Australia and South Australia, the gas quality legislation of 2009 and
2010, and the implementation of the National Gas Law in WA in from 2008
to present.
This presentation will be very interesting and will provide excellent
opportunities to network with other participants in the energy sector.

The Energy in Western Australia
Conference has been proudly organised by the Office of Energy, Western
Australian government and the Australian Institute of Energy - Perth
Branch since 1996. This year is our twelfth event.
The 2012 conference theme is
“Balancing Competing Interests”. It has been selected to
reflect the challenge of continued economic growth and a high standard
of living in Western Australia while accommodating the needs of
residents, investors and industry.
The primary objective of the
conference remains unchanged since the first conference in 1996, namely
to provide industry and key stakeholders with an open forum to consider,
discuss and network on current and future energy issues which affect and
shape our industry.
The conference is strongly supported,
well attended and has a genuine reputation as a quality energy event.
Registration fees are competitively priced and represent excellent value
for money. Over 200 people attended the event in August 2011.
